The observations have to be specific and made just before, during, or just after the driver was performing safety-sensitive functions. The supervisor documents them. A test ordered with no observations is not this product.
The drug test is the DOT urine test. Alcohol, if the observations support it, is the breath test. Training for the supervisors who make these calls is quoted separately and is not a live checkout yet.

How it moves

Trained supervisor only
The person who decides needs the alcohol and drug training in 382.603. A dispatcher who “knows the look” is not automatically that person.

Write the observations
What you saw, heard, or smelled. Not a conclusion with no facts under it.

Test promptly
Alcohol suspicion has a short fuse. Do not send them home to sleep it off and test in the morning.

Remove from duty as required
The employer controls the keys. The clinic does not.

A tip can start you looking. The test needs the supervisor’s own observations, documented.
Do you provide the training?+
