49 CFR 382.305 sets the minimum annual rates. The Department of Transportation left the FMCSA rates at 50 percent for drugs and 10 percent for alcohol for 2026. Fifty percent means tests equal to half the pool over the year. It does not mean each driver has a coin-flip chance on January 1, and it does not mean half the drivers will fail.
SJCC draws once, on the combined list of testing drivers at member companies that have at least two. A one-driver company is not in that list. Selections are stored on the driver’s own company file.
We spread the count through the year so December is not the whole program. A driver already selected for that test type stays out of later draws that year.
How it moves

Keep the roster honest
A driver who left should come off. A new testing driver should go on. We cannot draw a name you never sent.

The quarter’s count
The annual number is paced by quarter. The seed is the consortium, the year, the quarter, and the test type.

Tell the driver
The employer sends the person. The selection is unannounced until you notify them.

Prepaid collection
The random drug test is the same $73 DOT urine test. Alcohol, when selected, is the breath test.
Questions
Is my company its own 50 percent?+
No. The rate is on the combined pool. A two-driver fleet should not expect one drug test every year as a private quota. Some years your file will show more selections, some years fewer.
Can I see who else was drawn?+
No. Other companies’ names, rosters, and results are not on your portal.
What if I only have one driver left?+
That company comes out of the draw. A pool of one is not valid. The owner-operator page is a referral, not a sale.
Do you test everyone who is selected?+
You do. Substituting a different driver, or waiting for a slow week, breaks the selection.
